Introduction

 

As of November 11, 2020, Brazil’s total number of confirmed cases of COVID-19 has surpassed 570 million, ranking third place amongst countries worldwide. Such statistics suggest the acuteness of pandemic throughout Brazil and thus the governments’ insufficient response to the unprecedented health crisis that struck the nation. In this sense, numerous non-governmental organizations were bound to solve the shortcomings of the state actors, principally supporting the low-income population whose lives were jeopardized the most. This was especially true for the Rocinha community in the city of Rio de Janeiro, where I have worked as a local activist myself through establishing an NGO and supplying masks throughout the community to protect the population’s health conditions. To evaluate the exact impact of the actions taken by NGOs in offsetting those of the local government of Rio de Janeiro, I will be using the following question: How effective are non-governmental organizations in solving the local government’s shortfall in the promotion of health security in Rio de Janeiro?

The engagement activity is closely related to the role of NGOs and state actors, and particularly their interdependence when dealing with national crises. Moreover, because the strategies they adopt to resolve such crises directly affect the population’s standard of living, the issue is connected to insurance of human rights and security. Health security, for being one of the 5 values of states, is regarded as the responsibility of governments, where they should strive to protect the population’s well-being and human dignity…
